It was in that kind of talk with Davis that he mentioned Wickard. We used to consult him and Wallace to some extent about NRA matters. I'm pretty sure that Wickard was mentioned then. The reason I remember it is that “Wickard” is a funny name. It stuck in my mind because I never had heard the name before. I don't think I heard more than that about him. I heard nothing particular about him.

By March of 1940 when Wickard became under secretary, I had known him and known about him. I really can't remember when I first met him, but I imagine it was socially. When I say socially, I don't mean necessarily at a diplomatic dinner or something like that, but I might have met Wickard and Mrs. Wickard at something at Chester Davis's house. They had occasional little parties. I really don't remember where I met him and maybe I hadn't met him by 1940, but I certainly knew about him. I knew that a man named Wickard was in the Department of Agriculture, that he was trusted and competent. Wallace, certainly, by this time, had talked about him on a number of occasions. By the time he became under secretary I certainly heard about him from Wallace.
