work, expand it? What are we going to abandon as unnecessary? What are we going to carry on as extremely essential? How are we going to add extra duties to the present duties of our inspectors, and what duties ought to be added? What are we going to do about safety hazards in expanded factories? Who's going to take care of that, particularly in areas where they have no State inspection to speak of?”
In other words, we had a very elaborate plan that was being drawn up for over a year before the United States was ever having to think of its place in the war.
So, as I say, the Cabinet meetings became much more sober, much more serious, because of the changed world conditions and because of the strained relations that existed between members of the Democratic Party over the third term, and the ruffled feeling of people like Woodring, Hugh Johnson, and others who had stormed out in a dudgeon, the ruffled feelings of those who hadn't liked the nomination of Henry Wallace. There was a very tense internal political situation inside the Democratic Party. So the tone was naturally changed. The emphasis in Cabinet meetings was upon what the Secretary of State knew about changing emphases in the world and what the Secretary of War knew about it. I should say that in
