Those who gave it to you and developed it, or those who say they're going to do it better? We'll do it better too the more we a administer it. Sure, we'll administer it better next year than we did last year, just as last year we administered it better than the year before. Every year brings experience. We are now experienced enough to know where we can made our improvements. Certainly it'll be better.”

You always went into the necessity for some form of medical and health assistance. The President had already inaugurated his hospital program, which strangely enough was very popular. I never knew why it would be because it does not meet the need of the people for medical care. Somehow the people feel that if they've got a hospital somewhere, it's going to be fine. Widely distributed hospitals were very popular.

It was my duty to assist the President in the preparation of his speeches that bore upon labor matters and social welfare matters. I spoke in a good many places. I always held this view of the places that I did the best work in. I always preferred to speak at meetings that were bipartisan and that were arranged where there was another speaker from the other side. I used to say, “What's the sense of sending me out to
