Morgenthau would leak to the President before you were ready. He would tell it to the President before you were ready to put forth the idea yourself. If you can't talk with your own colleagues about undigested ideas, I don't know we'd ever get on in the world. You must talk them out with people. From their criticisms and their suggestions you modify your thinking. You make it more realistic. Things you never would have thought of they suggest to you. You may abandon a thing you had in mind entirely. That's the great advantage of being able to talk freely and confidentially with colleagues. But if what you say when you're exploring the situation is reported before it's digested and before it's fully thought out, it's a very great problem. I'm much against it myself. I think you should do your own revealing.

At any rate, the members of the Cabinet had discussed superficially the revival of this council. I think several of us thought it would be a good thing. I don't believe a single person had visualized and advisory commission. I may be wrong, but certainly I hadn't, and nobody that I had talked to had envisioned an advisory council, or advisory adjunct, which would have nay place in the picture at all.
