carried out in a very large degree the plans that we had already made. They had a lot of unnecessary people in there, and there was a lot of unnecessary quarreling, but nevertheless, the basic things that needed to be done got done.

I remember saying to Dan Tracy after it was all over, “Well, after all we won this scrap. The things that we had in mind got done, and the Department of Labor hasn't been torn to pieces.”

That was another thing that might have happened. They might just have taken whole bureaus and moved them bodily over to OPM. But I kept up this relationship with Hillman so that he didn't try to move them and put them under his direction. We formed a liaison. I told my people to do whatever they were needed for in the Office of Production Management. It was done, but it was done by Department of Labor people who corralled a great deal of knowledge, information, and experience out of it all, and the whole business worked itself right back into the permanent Department of Labor. No question about that to my way of thinking. I think it was the best thing to do on our part.

Now, whether that was the best way to conduct a war or not, I don't know, and I never shall know. I think that most Cabinet officers thought that it was not. They thought
