could always be got to respond to him. He had been a Past National Commander of the American Legion, and he had that big group behind him. I never did know though why he had to be picked. I don't know why it had to be McNutt. I don't think I was ever told just what the situation was.

This burglarized one large part of my department - the Employment Service - except for the fact that I never actually gave it up. It was transferred to the War Manpower Commission, but we still kept the same people in the same posts and more or less the same people in charge. Of course, I no longer issued the instructions, or authorized the instructions, but I think on the whole, the Employment Service was the best operating part of the Manpower Commission. It was all there was to the Manpower Commission, between you and me. There wasn't anything else. A aggrandized Employment Service and to say what industry shouldn't have any materials, kick them out, was good and well managed.

However, the Employment Service continued to operate with a good many layers on top of it, and all these advisory committees that were sometimes in the way. But they enlarged their job and they had plenty of money to spend, and they did a very good placement job. Of course, they got into difficulties because as an Employment Service they always tried to please the employer - what the employer said he wanted
