Isn't it also true in the case of a district leader that he must be a resident in the party district, that is, within the geographic boundaries? Am I correct that that was one reason that the Rev. Howard Moody could not run for district leader because his residence was a couple of blocks outside of the party district?

Do you happen to know whether Lanigan was a practicing Catholic or at least a nominal Catholic?
I don't really know. I would assume that he was at least a nominal Catholic. In fact, I'm sure he would be.
