practically. This was a public greeting and I said that I would want to see them privately and talk over their work. As I said, what impressed me was that seven people were in charge of immigration and the only one who didn't say he was the man who bore the title of chief of the immigration service.

When the line had passed, I said to Mr. White, the Assistant Secretary, whom I had already decided was a man worth talking to for me, that I would like to have a long conversation with him about the state of business and about the general operations of the Department as soon as it was convenient for him. He said to me, “Well, ma'am, I have prepared my resignation. I don't want to be in your way at all.”

I said, “I hope you'll hold it a few days, Mr. White, until we can have a conversation. I would really like to go over a great many details with you.”

He said, “All right, whatever you desire.” I didn't know anything about him at all except that he was Assistant Secretary, but I thought he was a kind of reliable looking man. I knew that Mr. Husband wouldn't know anything except about immigration. I wanted to know more about the general operations.

It was then getting on towards one o'clock. I said to
