one thing or another, and had been in Congress for a good many years before he was appointed Secretary of Labor. So he knew what the government was and what could be done in the name of the federal government.
Wilson made the regulations for this Conciliation Service, which were that they should be conciliators, that they should not go to any strike on their own initiative, but must be sent for by one of the parties having the trouble - by either the employer or the union - or by a high public officer of the locality. That meant that the mayor of the community or some other high officer could ask for the services of a conciliator. So when the conciliators went, they had been asked for.
That in a way is not bad. To me, at the time that I ran into this, I thought it was ridiculous that I couldn't send a conciliator without waiting for somebody to ask for it. I was astonished when I read this old regulation that the Conciliation Service had been operating under. But there was a good idea in Wilson's rule, because you can do a great deal of harm by butting in. That's quite true. Also, in the State of New York we were always furious if the federal conciliators showed up at all, and they never did show up unless they were invited. They would always be invited by somebody, and it was usually the party that was losing the
