though not appointed, to come over into the City of New York to be a relief administrator for the City of New York. Hopkins was Temporary Emergency Relief Administrator in New York State. It was settled between us that night that this would go through and that one of them would be the director. Which it should be wasn't settled, because we even thought to leave the President some choice in the matter. He knew them both, however, so that they were not total strangers to him.
I agreed that I would make that my prime obligation from that time on-to push this through. Either one of them would hold himself in readiness to see the President at a few hours notice. So I had that obligation. It was within a very few days of that that I want to the President with this plan. He agreed to it. I don't know about the machinery which he operated to get the appropriation from Congress, to get the political set-up agreed to, but he took the plan as it was. It was always regarded as just a rough draft of a plan that could be amended as it went along, but this was the way it was to operate and it was to be a state-federal operation. The federal government was to provide most of the money, but it was to be given to the states under rules and regulations that the government would set up, and so forth.
