they jolly well keep them afterwards. It's the rarest thing in the world to have a broken agrsement.
However, Johnson imagined that some of these labor leaders had made an agreement with him and then run out. They hadn't made an agreement from their point of view because they hadn't signed a contract. If they said, “Oh yes, well, I guess so,” Johnson took it for an agreement and would be very angry if they ran cut on it and changed their mind.
Anyhow, he gave John L. Lewis a great deal of that boost. He hadn't had a good press until then. Lewis had been at the bottom of the pile. Johnson, however, had a wonderful press. He was just meat for the news writers - colorful. Anybody who talks about getting ants in his pants is just a natural for the news man. He said these picturesoue and flowery things. He could act a part that could be written up, in addition to which he had a very high-pressure publicity bureau. I've forgotten now who the people in it were, but there were a great many there. It was long before the days when publicity men were in the government. There weren't generally such things as information secretaries, and so forth, but Johnson had a big press department at the NRA. It was always justifiable on the theory that these codes had to be publicized so that everybody would know about them. Of course, they could do a lot of other publicizing besides. I think John Hancock, who is primarily a publicity man, arranged that for him.
