Solicitor, “What do they mean by impeachment? How can they impeach me?”

He said, “Oh, they can't impeach you.”

I asked him what impeachment was. He told me that any member of Congress may state that he believes that this individual has taken actions, or has done or failed to do certain things that were his duty, and that he believes that he should be impeached. He may introduce a resolution which would be referred to a committee. The committee makes a report. If the committee brings in a report, it's like a grand jury bringing in a true bill. If the committee brings in a report that there are grounds to sustain the idea that there may be impeachability in this case, then the Congress turns itself into a court and a regular procedure is laid down as to the impeachment. Everybody said it was a very remote possibility, saying, “That's just talk.” But it was not very pretty talk. One didn't like it.

So it was somewhat of a surprise to me when J. Parnell Thomas placed a resolution of impeachment before the House. He had not taken much part in this up to that time. It anybody was going to do anything reckless, I thought it would be Dies. Parnell Thomas was always
