So we set out to make a program for the Conciliation Service which would have some plan in mind, although certainly not announced, for the appointment of ad hoc boards, or so I hoped, by the Secretary of Labor under an executive order that the Secretary might appoint such boards. I also wanted a more systematic method of utilizing our conciliators so that they saying might go into a labor situation quickly, without having to wait to be asked. I wanted to increase the number of conciliators, and to give them fixed posts, as well as the connection in Washington. I wanted them stationed in San Francisco, or New Orleans, or Pittsburgh. So we had people in a loyalty, who, although they could be called out of that locality, had a primary responsibility to know what was going on before there was a strike.

I anticipated that this operation would be entirely carried on by the Department of Labor. After there had been conciliation, after there had been efforts at some kind of an arrangement between the two contending parties, if there was a strike, we had drawn up two draft plans.
