I had never known before what his line of thinking was. He's a very good speaker, and I had only known him in his public attitudes. We're all for efficiency. Sure. We're all for modern methods. Sure. I don't know what they are, but I was always for them.

Before I got through with this tour of duty in 1953, I thought that practically everything done in the name of efficiency, modern methods, and reorganization, was the hooey. I think that all that good administration means is some good, smart, sensible people doing the best they can and getting a reasonable amount of appropriations to support them, getting the same amount every year so that they're not going to be cut down.
